Yes, you can drive to Phillip Island and park at the Penguin Parade. You need to arrive at least 2 hours before the penguins start coming in to shore (so 2 hours before sunset). In the summer months, school holidays and on weekends the Penguin Parade viewing is very busy so you would be advised to arrive even earlier. You can buy tickets at the Phillip Island visitor centre when you arrive on the island (located in Newhaven, just over the bridge on the Island). Or you can buy tickets online ahead of time (suggested if you will be here in any of the 'busy times' as noted above). There's lots to see & do at Phillip Island, not just the penguins, so if possible allow time for an overnight stay. If interested you can buy a 3 park pass that gets you into the Penguin Parade, the Koala Conservation Centre and Churchill Island Heritage Farm - this will save you quite a bit of money.
