How do I pay the Tourist Tax on public holiday?

Hello,

I arrived in Montenegro during the Labour Day bank holiday weekend and this means that many shops and the tourist office, where I visited today (the day I landed) are closed. Does anyone have any advice please? Thanks.

@Helen M you will not pay the tourist tax today because this is simply not possible. You will pay it the first day when you find working tourist office. Now, it is hard to say, but I assume that tourist offices, at least those in larger places, will open tomorrow despite the fact that tomorrow is a non-working day because Labor Day that falls on May 1st implies two non-working days. To make things more complicated, this year even Tuesday is a non-working day because, according to the law, when a non-working day falls on Sunday, then the first working day becomes a non-working day. This year, the Labor Day falls on Sunday and Monday, but since Sunday is itself a non-working day, the first available day is Tuesday. So, the first working day will be on Wednesday.

By the way, you are not obliged to pay a tourist tax immediately when you appear in Montenegro. You are obliged to register yourself within 24 hours upon your arrival. These are two different things! The registration is done at the tourist office or at the nearest police station.

By the way, could you inform us if you are staying at a registered accommodation provider, regardless of the nature of this accommodation? If this is the case, then you do not have to register yourself and you are not obliged to go around and pay a tourist tax. This is an obligation of your accommodation provider. If you are in a private visit at a non commercial apartment / house of your friend or relative you can stay tax free, but you have to register yourself.

Also, if you or your family have a house / apartment in your possession, you do not need to pay a tax, but you have to register yourself.

So, if you could supply us with some more details, we will be able to answer in a precise way. Here you can read an interpretation of the relevant laws regarding the registration and paying the tourist tax (just use Google translate):

I was planning to pop to the tourist office in the morning (if thy are open) to register and pay the tourist tax. If they are not open shall I go to the police station? … or do my air bnb host need to do this (they said I need to do this).

My Montenegrin is non existent (apart from odd words!) and I speak English, so hopefully I can get this sorted.

Any advice welcome. Thanks!

Yes, Airbnb is somewhat a grey zone. It is probably not registered as a usual commercial accommodation, although this is so unfair attitude by an owner. Never mind, you will sort it out tomorrow without any problem.

I cannot confirm that a tourist office will be open tomorrow morning, but I am almost certain that it will. In case if the tourist office is not open, you will visit a police station. Police station can and will make a registration, but they cannot collect a tourist tax or, at least, they were not doing that so far. Of course, it is quite possible that the police officer will tell you to go and enjoy your time because he/she will not have a colleague, usually a lady who knows how to do that, and to do your formalities at the tourist office when it opens.

Hopefully, the tourist office will open tomorrow, maybe you will be able to pay the tourist tax, but do not be surprised it this will not be the case. Never mind, since the owner will not do the registration, you will do that and will continue to enjoy your time (if the weather permits) in the way you like. Please, just do not be afraid or nervous because this is a subject that should be done in totally relaxed way. Also, all those in charge around you, will be relaxed...

I will just wait for your short report tomorrow with good and smooth experience :)

I don’t feel nervous, but of course, I want to follow the rules and be respectful … but sometimes we don’t know what we don’t know.

What information is needed for the tourist registration? I can take all of my details and passport, but I only have very basic details of the air bnb. I know the location (obviously) but only the first name of the air bnb owner.

I will go in the morning and see what the situation is.

if the airbnb host tells you they will register you, then is it assumed that they have been /will pay tourist tax onnyiur behalf?

so this means you dont need to make a separate trip to tourist information office to get this sorted out?

Actually, the host did not tell that he/she will register her. Quite the opposite, she was suggested to register by herself. This is unfair because it was so easy for a host to do that. He/she could have done a simple registration by just telling the she is his/her friend that will stay for some time with him/her in the apartment.

Actually, this is nothing new when we are talking about Airbnb, unfortunately.

Helen, tomorrow you will visit a tourist office where you will present your passport, the address of the apartment and you will almost certainly have to present the name and surname of your host. You already know the first name and you will see a surname on the door of the apartment or at the post box. Also, you can contact your host in case if his/her identity is required and you did not make to find it out by yourself.

Also, it is important to know that a registration and a tourist tax are two separate things, although they are in some cases processed together. Registration is based on the the Law on Foreigners and after a registration the identities of foreigners are deposited in the database that is held at the Ministry of Interior. The tourist tax is an income of relevant municipality / its tourist board.

oh yeah sorry. i was hijacking this thread to ask because i am also staying in airbnb and the host told me he will register me.

but it isnt clear if that automatically implies the tourist tax is already part of the airbnb payment. because you said registration and tourist tax are 2 different things.

i assume you are supposed to receive a slip to confirm that? whether is it you directly paying the tourist tax in tourist information center yourself, or your host paid for you. so if the host gave me a slip, then this means the tourist tax has already been paid?

Thanks for the information. I’m just waiting on the host to give me all the details before I head out into the rain! This is certainly not how I want to spend my time here especially given it’s a short trip but I will do what I can to sort this.

How do the authorities check this? Do I receive a receipt and present it at the airport or how do they check this?

Update! The tourist office was open and they were able to process everything with ease.

They telephoned the air bnb host and got the necessary information and I got the paperwork within the space of 5-10minutes.
