Is first week November a good time to visit Danang ,Hue Hoi An region? Rainfall and weather wise

Or should I leave it for another time and visit Hanoi and Ho chi Minh City in November

Not really.

Could be both very wet, and possibly very flooded.

Scott is right, Danang is normally wet in the begin of November.

Although rainfall is a given anytime in Vietnam, rainy season starts in Sept. generally. A bit later as you go north. Nov. the rain begins to abate.
