Usually it is parades and at night time there are temporary stages set up with music and singing. Where and at what time I do not know.
It is not a public holiday. Expect flags, red banners and billboards along many streets. There are usually cultural activities which are not confined to one day. 10th October was a Sunday in 2022. A concert was held in Hoan Kiem pedestrian street on the Friday night. Dragon boats raced on West Lake on the Saturday. I think they intend these to be annual events. Exhibitions and a book fair were open for several days. It is on a Monday this year and such events will likely remain on the weekend.

There are no ceremonies mentioned in reports from the past few years. Perhaps something goes on early in Thang Long Citadel where the soldiers gathered in 1954 before marching into the city centre.
It can be frustrating trying find information about many events in Vietnam more than a week or so ahead.
