We had a room on the first with a view of the pool which was very quite at all times of the day but the pool area was never really noisey. A poolside room would be more convenient but we found the swinging lounge area very chilled and where you can just sit and watch the world go by.
If you wanted a bit more of a vibe I would highly recommend Pub Street in Siem Reap witch is only an easy 15 minute stroll. Local beer for 50 cents US and the food is very reasonably priced.
