We travelled to Cairns by train from Brisbane. Depends on what you mean by 'late'. We saw reception staff available still available at about 10:00pm but I suggest your enquirer might be best to contact hotel to confirm.

They did for us when our flight was rescheduled due to a typhoon. I offered to pay, but they didn't seem to mind for a couple of pages. Waiting til its quiet at the front desk and there is a friendly face probably helps.
