Parking about a half mile away from waterfront. Path to water is clearly marked and is marsh-like. You'll want to stay on the path. Wouldn't recommend for small children or if easy access is important.

No restrictions about walking. There is parking but it is about a half mile hike in to see the lighthouse.
yes there was a small parking area we biked up we walked around the exterior across the street with a beautiful view of the water took lots of pictures there
I do not know who owns the site, however it is completely open to the public. The parking is a half mile hike away from the waterfront. Although the trail is clearly marked, it is a bit rugged. It is certainly not accessible by wheelchair, and not recommended if easy access is a requirement.
There is a path you take - best in low tide, to the lighthouse. Parking ok. You can stay on the patio and wade in the beach area weather permitting. I have had small picnic food there. I kayak out from a marina and beach at the lighthouse. You can actually stay in the lighthouse overnight with reservations.
It is not private property and there is a small parking lot and the beginning of the trail head. No fees and no restrictions other than what you bring in, bring out. Don't forget your camera.
