Is it separate from Universal Studios? Do we have to buy a ticket to Universal?
To go to the Hard Rock or a show at the Hard Rock you do not need a ticket to the park. You may or may not have to pay for parking and you will have to go through security in the parking garage. If you are going to a show, you will also have to go though the security at the Hard Rock also.
Universal Citiwalk is separate from the parks. FYI, you walk thru the Citiwalk portion (shops and restaurants) to arrive at the paid park entrances. Note my review which includes a bit of info on the parking. Good walking shoes make getting there more enjoyable as it's a bit of walk from the parking. As noted, there is security to pass thru, which is really efficient, but it does take a bit of extra time as well.
To add a little to the response above, I read recently that the parking fee ($20) is waived after 6 p.m. to encourage dining at City Walk. Since their policy changes occasionally, you may want to check before you go.
By the way, we greatly enjoyed the Hard Rock Cafe on the City Walk last month. The food was very good and the service was not only efficient, but friendly without being intrusive.

Entering city walk is complimentary.
You don't need a ticket to the park....Totally separate and really cool... a pretty good walk from parking though.
