Hi Sacred21, popular times for the Wheel are usually 4pm till 11pm. The is usually less of a crowd at 11am when the Wheel opens. I'd recommend booking tickets online to reduce waiting time.

It really depends on what other events are on around the wheel at the time however the night I went (Good Friday) the wait time was no more than 10 minutes. Went on the wheel again a couple days later mid afternoon and there was no wait time.

If possible during weekend 2-5pm less people visit there.
