You can buy the tickets at different kiosks around the city. Just look out for kiosks. It is usually advertised with a board/sign Tramvia. There is one kiosk selling tickets right on Piazza Garibaldi (Central train station).
Otherwise, you will find someone selling tickets at the different pickup points where the tram stops in the morning.
